This picture was taken just before the start of the very first FIFA world cup final in the Estadio Centenario in Uruguay.
The man on the left is José Nasazzi, the Uruguay captain and the man who he is shaking hands with is the Argentine Captain Manuel Ferreira. The man with the tie is the Belgian Referee John Langenus who was the referee for the final between the two teams in 1930 which was won by the Uruguay team

John Langenus(referee), José Nasazzi and Manuel Ferreira
